| The residential mortgage industry in the United States is complex, consisting of lenders, mortgage originators, investors, and insurers amongst others. Because this paper focuses on "credit enhancement," three elements of the industry will be discussed in this section-Fannie Mae and Freddie Mac, private mortgage insurers, and white label originations. A full description of these elements, including their regulatory environments, sets the stage for an analysis of how policymakers can develop a model that minimizes taxpayer vulnerability to future adverse events while never the less achieving housing outcomes. |
